How to read a technical standard when you are not an engineer

Sooner or later a dissertation, a news story or a part time job hands you a document written for practitioners and expects you to cite it. Standards are readable by anyone who knows where the load bearing parts sit, and the method transfers to contracts and regulations.

The direct answer is that a standard is organised like a contract, and the order of reading is the opposite of the order of printing. Read the scope to learn what the document refuses to cover, then the definitions, because every numbered requirement means exactly what the definitions let it mean. The requirements themselves come last and fastest.

This is a note taking skill before it is an engineering one. The same discipline of selecting what a text actually says, rather than what it seems to say, runs through the one page summary, built while the lecture is fresh, and through reading the criteria before answering in reading the mark scheme before you answer.

How is an industry standard organised?

The front matter does the sorting. Scope states the subject and, just as usefully, the exclusions. Normative references list the other documents the text leans on. Terms and definitions is the section casual readers skip and careful readers start from, because a word like "competent" or "independent" in a standard is a defined object, not an everyday adjective.

The body is numbered clauses, and the verbs carry the weight. A clause that says "shall" is a requirement; "should" is a recommendation; "may" is a permission. Annexes come in two kinds, normative ones that bind and informative ones that explain, and the standard says which is which. Confusing the two is the classic way a citation quietly overstates its source.

What does 'thickened tailings' mean in the source text?

A worked example keeps the method honest, and mine waste is a good one because the documents are public. Tailings are the ground rock and water left after a mine extracts what it wanted. "Thickened" names a way of removing water before that residue is deposited, so it stacks rather than flows. The word's real meaning lives in the governing documents, and the interesting part is what the term does not name: it describes a physical state, not a judgement about safety.

How do you trace a claim back to the document?

Keep a trail with three fields: the document's title and date, the clause number, and a short quotation. A note that reads "the standard requires monitoring" is not a citation. A note that reads "GISTM, August 2020, clause such and such, requires the operator to do X" is one, and it can be checked by a supervisor or a reader in seconds.

Then check the status of what you found. Guidance in an informative annex is not a requirement, a defined term in one standard may differ from the same word in another, and a document's scope may exclude exactly the facility you are writing about. Ten minutes spent on those three checks is the difference between citing a standard and name dropping it.

The working rule

Reading a standard you will cite:

  • Scope first, then definitions, then the numbered clauses.
  • "Shall", "should" and "may" are three different promises; write down which one was used.
  • Every note keeps document, date and clause number together, with the quote kept short.

The limits matter more here than anywhere on this site. Reading a standard gives you a citable understanding, not competence: a student who has read the tailings standard can report what it says and cannot assess a particular facility, and conflating the two is how confident nonsense gets into essays and articles. The second limit is access, since many standards sit behind paywalls; the habit then is to use the documents that are public, like the anchors above, and to cite them as what they are.
